I don't think it's so much that the dog makes her more desirable, it's just a socially acceptable conversation piece. If a guy wants to randomly start talking to a woman on the street, he might feel a bit indimidated by her. Is she going to think he's a creep? Will she completely blow him off? But if she is walking her dog, he figures she probably won't mind him saying how adorable the dog is, because chances are, she thinks the dog is pretty neat too. So it gives him a reason to approach her. Maybe it’s because if the woman has a dog with her, men have something to say to her.
